Mr. Squire presented the following memorial of the Chamber of Commerce of Port Townsend, Wash., that some action be taken by Congress by which the same laws which are now in operation on the North Atlantic regarding fisheries be extended to the waters of the North Pacific, Bering Sea, the Arctic Ocean, and all waters bordering on American territory
