It appearing unto us by informations upon oath, that notwithstanding the directions given in our proclamation dated the second of February last, great numbers of men have in contempt of Her Majesty's authority, and contrary to their duty and allegiance to the Queen, transported themselves beyond the seas to go into the service of the pretender, and the service of foreign princes, and that they still continue those traiterous an unlawful practices, which no doubt might in a great measure have been prevented if the justices of the peace and civil magistrates had in their respective stations been diligent and active in putting the laws in execution against such offenders
