The development of the concept of social economy in Bulgaria is marked by the need of the application of innovative instruments and approaches to social entrepreneurship encouragement. Current papers discussed the key points in the National concept of social economy, as the main strategic document in the field, and some of the proposals concerning establishment, functioning and development of social enterprises in the country. The conclusions and recommendations point out the need of a comprehensive and a systematic policy to promote the social economy concerning the legal framework, funding and creation of favorable environment
