  • Description: This article argues that the 1990s brought two major shifts in institutional authority to make and implement environmental policy. The first was the rise of numerous local, often watershed-based, multi-interest organizations that undertook continuing responsibility to make arrangements for environmental protection in their domains. The second was the expansion of transnational movements to establish consistent, worldwide standards for environmental and natural resource management. The primary examples were the Forest Stewardship Council and the International Organization for Standardization. This article describes their primary dynamics and their potential implications. It concludes that success will depend both on the creation of workable standards and the stimulation of green consumer demand
