  • Description: The general goal of the paper is indication of imperious necessity of improving management quality in Small and Medium sized Enterprises (SMEs), with emphasis on knowledge-based firms acting or willing to act on international markets. The European Union enlargement by Central and Eastern Europe Countries raises a problem of ability of enterprises (both from "old" and "new" member states) to compete on common European market. The starting (hypo)thesis is that there are universal development patterns – so the diverse economies can learn from the experience of other countries. This in turn implies that the base for key competitiveness factors identification may be the cross-national comparison of the development patterns in EU countries as well as in transition economies. There is a need for assessment of the educational offer (content and methods of acquiring managerial skills in vocational education and training – VET), with the emphasis on the special educational courses for enterprises' owners/managers, specialized training offered by universities, small business support institutions and by commercial educational enterprises. The results of such a research may be starting points for the policy recommendations formulating for the education governance development for the knowledge based society support infrastructure
