Based on results, this thesis proved that (1) there is unsuitableness between the norm system analysing operation efficiency applied in tourism enterprises and in law, (2) Applying the norms is different between the big, medium, small and super small enterprises, (3) the quantity, name and equation of norms are not unific between enterprise groups, (4) there are four factor groups affecting on operation efficiency and norm system analysing operation efficiency: (i) institution, policies, (ii) characteristics of tourism, (iii) internal factors, (iv) external factors,(5) the social norms are not popular in analysis of operation efficiency. This thesis also proposed some solutions to improve the quantity, name, equation of norms analysing operation efficiency in Binh Dinh’ tourism enterprises in aspects: legal regulations, operation ability by field, operation capacity and productivity, profitability and social efficiency. To carry out these solutions, it is required: (1) General Directorate of Tourism and Binh Dinh People’s Committee need to cooperate together in the management and control of tourist business, (2) Association of Tourism should establish an avarage figure set of tourism and (3) The tourism enterprises need to analyse their operation efficiency periodically (monthly, quarterly, yearly) and establish a professional division in charge of analysing and reporting operation efficiency
