- Description: When managers share distinctive, consistent, and consensual information, referred to as human resource (HR) strength, it is easier for employees to make sense of the information and understand what is expected from them. Drawing on insights from HR strength, attribution, and cross-cultural frameworks, we suggest that the interaction between managers’ motivation (crisis severity and an organization’s reputation) and their general beliefs (national cultural values: uncertainty avoidance and power distance) can explain their employment of HR strength in times of crisis. We conduct a longitudinal, multi-level, and multi-source study within the higher education sector, consisting of 377 fortnightly periods among 35 universities within 16 countries and regions. The results show that the positive effects of crisis severity and an organization’s reputation on the employment of HR strength is stronger in high uncertainty avoidance countries but weaker in high power distance countries. Theoretical and practical implications are discussed
