In 2012, the cancellation of the Spanish feed-in tariff system caused the solar PV sector to stagnate. Spain, since 2020, encouraged by European energy strategies, has established a regulation for the promotion of green hydrogen. This article analyzes, through the New Institutional Economics approach, the process of changing incentives for the energy business sector. The results show that both projects and companies using photovoltaic energy in Spain to produce green hydrogen have increased, promoting the creation of a new energy scenario based on innovation and sustainability
