This paper presents a set of conceptual propositions regarding policy-oriented science work in arena of natural resources. The propositions are derived from both a literature review and case studies of science intensive policy initiatives carried out in the 1990s. Four cases were studied in depth: the Columbia River Basin Ecosystem Assessment (CRB), the Anadromous Fish Habitat Assessment (Pacfish), the Instream Flow Adjudication Assessment Process in Colorado (IF), and the Red Cockaded Woodpecker policy process in the southeast. Six others were given less intensive review: the Forest Ecosystem Management Assessment (FEMAT), the Interregional Habitat Conservation Process (IRH), the National Acid Precipitation Assessment Project (NAPAP), the Northern Goshawk Habitat Assessment (NG), the Southern Appalachian Ecosystem Assessment (SA), and the Tongas Land Management Planning Process (TLMP). The propositions are organized in the same general format under which the case studies were conducted: origins, objectives, roles and relationships, organization and management, science, and policy and decision-making. The paper is intended as a resource for activists, agency officials, citizens, lawyers, scientists, and others working to improve the quality of natural resources policy making
