  • Description: The similarity between the three types of institutions, mentioned above, lies in the fact that in each of them 'the evaluated' pays 'the evaluator'. While questions are repeatedly raised about conflict of interest of auditors and rating agencies, to a large extent most universities are spared such questions. This paper would like to argue that specific aspects of the university model allow 'market forces' to play out which persuades universities to maintain an acceptable standard. On the contrary the existing regulatory framework may have possibly distorted and weakened any market forces which potentially could have persuaded auditors and raters to consistently provide an output of impeccable quality
