  • Description: Community based organisations are uniquely positioned to deliver the basic services and implement the community development activities at the grassroots in Nepal. The development of community based organisations at on the one hand enables the effective service delivery. On the other hand, it enhances community governance system, an approach of shifting government to governance. This study is based on institutional analysis of grassroots level organizations based on primary and secondary information sources. One hundred and ten different grassroots level organization survey, forty four key informants interview, and three focus group discussion, however the result shows there was a weak to moderate (WAI=0.64) capacity shows they were facing institutional crises, both within and external to their functions. Nevertheless, the empirical evidence indicates that many CBO groups were more committed to bolster the members as agents of change so that they developed many institutional norms, rules and values. Following the discussion of results, this study has also made some recommendations regarding the efficient service delivery
