  • Description: This paper reviews existing indices of pro-poor or inclusive growth on the basis of relevant policy and academic literature and suggests improved measures which, however, retain all the merits of existing measures. The improvements relate to the active incorporation of the initial average level of economic prosperity (per capita income) in the formulation of a pro-poor growth index; and standardisation of the deviation of actual poverty alleviation from distribution neutral poverty alleviation on the basis of a nuanced formulation of the capacity to redistribute, defined variably as distribution neutral poverty alleviation itself in the case of negative deviations; and the difference between growth in per capita income and distribution neutral poverty alleviation in the case of negative deviations. The paper also presents comparable estimates of the proposed measure for a large spectrum of developing countries. Such estimation leads to some insights about the relationship between the pro-poor bent in government policy (or its exact opposite) and the overall growth impact on the poor, which need not always be a positive one
