Consumer behavior is an understudied determinant of residential water and electricity demand and, when studied, capturing, measuring and, quantifying attitudes and behaviors is often problematic. This research makes three types of contribution to this field of study: it shows a picture of knowledge, attitudes and practices of people worldwide, proposes categories necessary to study consumer behavior, and provides a list of items necessary to construct scales. These results would allow the researchers to capture the complexity of the consumption behavior of water and electricity and the decision makers to design demand management programs that adaptively respond to such complexity
