Design of JobKeepera- Evaluate the generosity of payment and consequences of the initial flat rate in the subsidyb- Assess the impact eligibility / ineligibility criteria on inequalities: i. the exclusion of non-residents may create incentives to discriminate in lay-offsii. the inclusion of casual workers may reduce the duality in the labour market2. Implementation of JobKeepera- Evaluate the administrative burden associated with JobKeeperb- Evaluate the impact of the duration of the programme in the Australian Economy3. Economic impact of JobKeepera- Evaluate job displacements, substitutions effects, effects associated with reorganisation of working time, deadweight effects and fraudulent behavioursb- Evaluate the impact of JobKeeper in the medium term looking at its impacts on migration, current labour shortages and inflation in Australiac- Evaluate the impact of JobKeeper on inequalities4. Key learnings from JobKeeper program:a- Anticipate on large labour market interventions by designing efficient employment policies in case of large exogenous shocks to the economyb- Prepare administrative services to reduce the administrative burden during large labour market interventionc- Design policies that provide economic incentives to cope with emergency situation and minimise unintended consequences
