  • Description: Using a large sample of waterway traffic citations in China, we find that local firms receive 4.3% lower fines for the same offenses and are more likely to be punished lighter. The leniency of law enforcement is accentuated in districts with more social capital and better fiscal condition. These findings suggest that appointed grassroots officials could also engage in hometown favoritism
