The dual carbon target of China is a challenging commitment. As a major generator of waste concrete, China could greatly reduce carbon emissions by its recycling. However, the utilization rate of recycled concrete in China is very low. This paper thoroughly analyzes the critical success factors for the recycled concrete utilization and eight key factors are identified. Government, demolition enterprises and recycling enterprises are found as the pivotal players and their complex relationships are also explored through social network analysis. The conclusion could provide a useful guidance for related stakeholders and lay a foundation for policy formulation in China
