Utilizing a survey questionnaire, 312 parents randomly selected answered thru a face-to-face interview on compliance to the terms and conditions of the program, and perception on their quality of life as member of the program. Profile characteristics and extent of compliance on the terms and conditions of 4Ps was examined using Spearman’s rank order correlation. The data shows a low, positive correlation between age and the post natal check up in a health facilities, which was statistically significant (= 123, p =.030); attendance on family development session was statistically significant at (=-194, p=.001); number of children and the attendance on family development session. Likewise, there was a low, positive correlation between current income and the pre-natal check up in health facilities, which was statistically significant (=.182, p = .001); postnatal check ups in health facilities, which was statistically significant (=.161, p =.004); attendance on family development session showed also low positive correlation, which was statistically significant (= .136, p=.017).Moreover, Kendall’s tau-b for correlation was run to determine the relationship between the respondents profile characteristics and their extent of compliance on the terms and conditions of the 4Ps. There was a low positive correlation between educational attainment and the attendance on family development session, which was statistically significant (= .124, p =.018). Income before the 4Ps membership and the post-natal check ups in health facilities was statistically significant (= .147,p = .009). Income before the 4Ps membership and the attendance on family development session showed a low positive correlation, which was statistically significant (= .146, p= .010). Findings have implications for studies and extension activities of the ESSU graduate school program
