The aim of the text is to show the evolution of regional and territorial policies in Brazil under the institutionalist perspective, exposing the recommendations this particular view has for regional development and to which point they were included in the National Policy for Regional Development (NPRD). For this, regional planning backgrounds are shown, from the top down practices of the Keynesian years to its crisis in the 1980s; the institutionalist perspective of the regional development and a critic of its neoliberal branch, just as its recommendations regarding the NPRD. The text concludes that, for this particular perspective, elements of cohesion, cooperation and governance are essential to any regional policy, without falling into the localisms that ignore the general economic challenges.
O objetivo deste texto é apresentar a evolução das políticas de planejamento regional e territorial no Brasil a partir de uma perspectiva institucionalista, culminando nas recomendações que esta visão tem para o desenvolvimento regional e em que medida estas estiveram presentes na Política Nacional de Desenvolvimento Regional (PNDR). Para isto, são apresentados os antecedentes do planejamento regional, demonstrando as práticas top down dos anos keynesianos e a crise deste modelo a partir dos anos 1980; a visão institucionalista do desenvolvimento regional e uma crítica a sua versão neoliberal, bem como suas ressalvas quanto a PNDR. O artigo então conclui que, dentro desta perspectiva, os elementos de coesão, cooperação e governança são essenciais para qualquer política regional, sem, entretanto, cair nos localismos que ignoram os desafios econômicos gerais.
