  • Description: The objective of this text is to present a set of indicators that make it possible not only to measure the contribution of the Unified Health System (SUS) to the promotion, protection, and recovery of the Brazilians health, in terms of the benefits offered, but also to monitor the offer of these benefits over the years. This work is part of a broader initiative to select indicators that demonstrate and enable the monitoring of monetary and non-monetary benefits guaranteed by the State within the scope of the Social Welfare policy, of which the health policy is part, consolidating an instrument that was called Beneficiômetro da Seguridade Social. To this end, this text proposes a group of indicators of population coverage for health goods and services, calculated from the National Health Survey (PNS) 2013 and 2019 data, as well as indicators of services production and health professionals' availability in the SUS, calculated from administrative records, mostly from the period 2012 to 2021. In general, the indicators show that SUS coverage for health services selected remained at the same level or, in some cases, was slightly expanded between 2013 and 2019. In addition, that the production of services increased in the last decade, except for the years of the Covid-19 pandemic. Thus, with the set of indicators presented in this work, the authors create a first version of the Health Component of the Beneficiômetro da Seguridade Social, contributing to the construction of this instrument.
