<jats:p>The paper analyses the information openness of universities in accordance with the requirements provided by the current legislation of the Russian Federation in the field of education. It also considers the organization of educational activities carried out by universities and providing access to information and educational resources for students and scientific-pedagogical staff. The stages of digital learning units’ development within the framework of university courses are considered. Functional strategies for planning and conducting remote and in-class learning are investigated by the example of teaching foreign languages at a non-linguistic/technical university.</jats:p>
