  • Description: <p>Dankwart A. Rustow argued that democracy could emerge in socioeconomic and cultural contexts that other analysts believed precluded it. This essay examines five paths toward democratic transition: jump-starting the process in systems with no cultural predisposition and socioeconomic prerequisites for or historical experience with democracy; extrication from stalemated, winner-take-all struggles; bargaining and accountability between taxpayers and governments; bargaining for legal space in authoritarian systems; and inducing transitions by powerful third parties. Examples are drawn from African and Middle Eastern countries, including Uganda, Lebanon, Algeria, Ethiopia, and Turkey.</p>
