  • Description: <p>Initially the mechanisms of the innovation-decision process are described. The stages of stimulation, initiation, legitimation, decision, and action are explained and the role of community leaders in social, political, and technical fields is explained. Local level problems of jurisdiction and intergovernmental agreement on standards are interrelated with communication. Councils of government are important tools for improved communications. The efforts of the state of Michigan to promote public awareness is reviewed. The use of the Executive Office, Legislature, civic groups, labor, industrial, and conservation groups has resulted in strong public awareness of the dangers of pollution on a statewide level. In the last ten years an effort on a national scale has been made to develop public awareness in this area. The use of the media has been successful. The efforts of many members of Congress and some 40 organizations making up the Citizens Crusade for Clean Water is, in good part, due to communication with the public. The development of secondary school water pollution control programs is reported.</p>
