Die Erfindung der Demographie und die Entstehung des Staates Hier ist nicht der Ort, die Geschichte der Denkkategorien der demographischen Wissenschaft von Grund auf neu zu entwickeln. Es soll sich lediglich darum handeln, in Bezug auf eine Sozialwissenschaft, die seit je ein staatliches Verwaltungsinstrument und Mittel des Verstehens der sozialen Welt gleichzeitig hat sein wollen, die Mechanismen freizulegen, nach denen diese Kategorien, die ihnen zugrundeliegenden Fragestellungen und die sie betreffenden Bestimmungen entstehen. Derart versucht die Analyse den sozialen Raum der Herstellung und des Vertriebs des demographischen Dis-kurses zu erstellen, der sich, wiewohl aufgefächert und vielfältig, als sehr wohl imstande erweist, abweichenden Meinungen zu begegnen, und so dazu beiträgt, jene Art bürokratischer Neutralität hervorzubringen, die wohl schwerlich mit axiologischer Neutralität zu verwechseln ist. Dennoch bleibt, dafs der weitgehende Konsensus, dessen sich die Demographie ebensosehr im wissenschaftlichen, wie im politischen Bereich erfreut, weitgehend mit dem besonderen Charakter der von ihr verwendeten standesamtlichen Kategorien und der damit verbundenen Voraussetzungen zusammenhängt, daß diese also von staatlicher Seite eingerichtet und abgesegnet sind, und im Rahmen staatlicher Optik Verwendung finden. Diese Entsprechung zwischen « staatlichem » und « demographischem Denken » konnte sehr wohl durch diejenige hervorgerufen und aufrechterhalten sein, die die Forschung in den sozialen Merkmalen der wissenschaftlichen, administrativen, politischen und sogar religiösen Akteure ans Tageslicht bringt, die an der Ausarbeitung und der Aufrechterhaltung dieses Fäches beteiligt sind.
The invention of demography and the birth of the State This is not the place to remake the history of the categories of "demographic thinking". The sole aim of this article is to look at one of the social sciences which has always seen itself as a tool for state management and a means of knowing society and to bring out the mechanisms that serve to constitute the categories of this thought, their underlying problematics and the issues in which they have a stake. The analysis attempts to construct the social space in which the demographie discourse is produced and diffused, a differentiated and dispersed space to be sure, but one well suited to counteracting opposition, and in so doing to contributing to the sort of bureaucratic neutrality that could never be confused with axiological neutrality. It remains that the broad scientific and political consensus enjoyed by demography can be explained in part by the nature of the categories it uses, the same as those used by government registry offices, and the assumptions that go with them, categories instituted and consecrated by the State, then, and used from the viewpoint of the State. This correspondence between "demographie thinking" and "State thinking" might well be ensured by the correspondence revealed by research between the social properties of the scientific, administrative and political, and even religious, actors that take part in elaborating and maintaining this discipline.
L'invention de la démographie et la formation de l'État On ne saurait refaire ici l'histoire des catégories de la « pensée démographique». Il s'agit seulement, à propos d'une des sciences sociales qui s'est toujours voulue à la fois un outil de gestion étatique et un moyen de connaissance du monde social, de mettre au jour les mécanismes selon lesquels se constituent les catégories, les problématiques qui les sous-ten-dent et les enjeux dont ils sont l'objet. De sorte que l'analyse vise à construire l'espace social de la production et de la diffusion du discours démographique, espace certes différencié et dispersé, mais bien propre à contrecarrer les oppositions, et ainsi à contribuer à engendrer cette sorte de neutralité bureaucratique qu'on ne saurait confondre avec la neutralité axiologique. Il reste que le large consensus à la fois scientifique et politique dont bénéficie la démographie tient pour une part à la nature des catégories qu'elle emploie, celles de l'état civil et les présupposés qui lui sont liés, donc instituées et consacrées par l'État et utilisées du point de vue de l'État. Cette correspondance entre la « pensée démographique » et la « pensée d'État » pourrait bien être assurée par celle que la recherche fait apparaître entre les propriétés sociales des acteurs scientifiques, administratifs et politiques, voire religieux, qui participent à l'élaboration et au maintien de cette discipline.
