The family : a matter for the State How does the legitimate definition of the family get constructed ? At a time when family practices are being challenged (drop in birth and marriage rates, rise in number of children born out of wedlock) and are creating problems for the political class (authorization of divorce by mutual consent, creation of the single parent allowance, abortion legislation), the debates in parliament are one of the places where one can see how this definition is elaborated in the political field. By comparing the social properties of the speakers in the National Assembly debates between 1973 and 1978, a legislature which passed a particularly high number of reforms concerning the civil and social rights of the family, we have the means of apprehending the issues raised by the family, the negotiations from which its stems and the principles that underpin its existence.
La famille, une affaire d'État. Comment se construit la définition légitime de la famille ? À un moment où la « famille » est à la fois mise en question dans les pratiques (baisse de la natalité, de la nuptialité, hausse des naissances hors mariage et des unions libres) et pose problème à la classe politique (autorisation du divorce par consentement mutuel, création de l'allocation de parent isolé, légalisation de l'interruption volontaire de grossesse), les débats parlementaires sont un des lieux où se laisse voir la manière dont s'élabore cette définition dans le champ politique. En comparant les propriétés sociales des intervenants dans les débats à l'Assemblée nationale entre 1973 et 1978, législature qui fut particulièrement riche en réformes concernant les droits civil et social de la famille, on se donne un moyen de connaître les enjeux que la famille engendre, les négociations dont elle est le produit et les principes sur lesquels elle repose dans le champ politique.
Die Familie, eine Angelegenheit des Staates. Wie wäre Familie gesetzlich zu definieren? Für eine Epoche, in der die Familie von praktischer Seite her von Grund auf in Frage gestellt war (Sinken der Geburtshäufigkeit, der Heiratshäufigkeit, Anstieg außer-ehelicher Geburten und freien Zusammenlebens) und einen zentralen Platz in den Diskussionen der politischen Klasse einnahm (Anerkennung der Scheidung aufgrund gegenseitiger übereinkunft, Schaffung einer gesonderten Unterstützung fur das alleinstehende Elternteil und Legalisierung des freiwilligen Schwangerschaftsabbruchs), bildet das Studium der Parlamentsdebatten ein wirksames Mittel der überprüfung, wie sich eine solche Definition im politischen Feld vollzieht. An der Begutachtung der Sozialdaten der Teilnehmer der Debatten in der Nationalversammlung zwischen 1973 und 1978, eines an Reformen des Zivil — und Sozialrechts der Familie besonders reichen Legislaturabschnitts, läßt sich ablesen, um welche Punkte es dabei vorrangig ging, aus welchen Verhandlungen dieses Ergebnis hervorgegangen war, und auf welchen Prinzipien im politischen Feld es beruht.
