The French policy so-called "free tax areas" tries to redevelop the economic activities in the neighbourhoods in decline. In fact, the local policymakers have implemented actions according to their own vision of local development. Therefore, the best measures are the building of tertiary blocks welcoming new born enterprises or young ones. In other cases, the stakeholders have planned new attractive economic zones, often in relation with new technologies.
