Globalization nowadays is differing from the internationalization of markets which occurred in the second half of XIX century. The States, who had significantly gained weight during the XXe century, have lost in part their capacity for action, even though they keep their traditional responsibilities and become accountable for new ones. These trends affect our conception of common good and our understanding of the ability of public authorities to inch towards a better management of the world economy.
