La crise culturelle de la ville postsoviétique dépasse les lourds héritages de la société communiste. Elle renvoie à des retards historiques d'élaboration d'une culture urbaine, notamment dans les grandes villes. La période soviétique, en promouvant des «villages industriels» plutôt qu'une urbanisation en profondeur, n'a fait qu'accentuer les handicaps originels. Il en résulte une propension durable au populisme égalitariste et impatient, ennemi du véritable progrès.
