This report reviews the institutional processes of devolved institutions in England. It covers: combined authorities with a directly elected mayor as of November 2018, Cornwall Council as an example of rural devolution, London (the Greater London Authority, the London Assembly and the London Mayor's Office) as an example of a mature devolved city region. To gain an understanding of how the Mayors and Mayoral Combined Authorities (MCAs) have impacted their local area, 2 small surveys were conducted to establish public and business perceptions of leadership roles in the devolved institution. The research findings will be used to inform government policy decisions on future devolution. The research was conducted by Warwick Economics and Development on behalf of the Department for Business, Energy and Industrial Strategy.
