This paper suggests the importance and benefits that foreign direct investment (FDI) exerts in a host economy development, through the international transfer of technologies to an intermediate technological and economic developed country, with a significant technological gap. The importance of this type of investments leads us to analyze the positive impacts generated on the economies where they settle, especially the spillovers at a regional level.After a brief introductory overview on some endogenous economic growth theories, in Technological progress and FDI we will approach the way how FDI affects the technological progress or the development of the country. Then, we will focus on the clusters' potentialities, in The importance of clusters and the Governmental policies regarding foreign investment. Finally, in The Portuguese automotive cluster will demonstrate how the Portuguese Government has been fostering inward FDI to promote its successful automotive cluster, seeking to close the technological gap following the objectives set by the Lisbon Strategy
