The debate over information privacy in the last decade has been dominated by unscientific survey data and lurid anecdotal data, making it difficult to determine if there really is a privacy crisis and, if so, what public policy choices would most effectively mitigate it without introducing costly unintended consequences. This essay presents a taxonomy of different information users and the risks of destructive information practices each one poses, suggesting different solutions to different problems. The essay proposes that the rise of a market for private information is likely to resolve most of today's inefficiencies in information use and asymmetry, limiting the need for prescriptive regulatory regimes
