  • Beschreibung: This paper reports findings from a recent industry-academic collaboration that researched how ICT adoption is being supported and accelerated in non traditional markets—that is, markets beyond the wealthy industrialized nations, Brazil, Russia, India and China (BRIC). There are a number of countries where, despite significant economic constraint, and despite inconsistently applied public policy measures and mechanisms, ICT adoption rates are relatively high. “Outlier” countries like these offer new opportunities for research beyond traditional parameters and variables used in public policy scholarship. We use a mix of quantitative measurement and qualitative empirical studies to argue that they show ways that culture informs not just consumer preferences and demand for ICTs , but the ability for policies designed to encourage ICT adoption to translate into widespread adoption
