  • Beschreibung: This research examines the Washington state legislative process and the perceptions and attitudes of a variety of participants and stakeholders connected to the state legislature. These key actors were surveyed in 2009 on their opinions about civility in the legislative process and its presumed connection to effective legislative decision making. Participants in a series of surveys include legislators who served over the period 1990 to 2009, current legislative staff, and current registered lobbyists. The survey responses of these key actors provide considerable insight into the state's legislative process – into perceptions of changing patterns of trust and collaboration among legislators, into the decline of bipartisanship, and into the effects of innovations in information access and communication technology affecting this process. The connection between negative campaigning and perceptions of incivility of the legislative process stands out as a noteworthy finding in the formation of legislative perceptions of civility and bipartisan collaboration once elected to office
