  • Beschreibung: The added threat from a pandemic creates a complex dilemma for households that are also facing evacuation decisions during natural disasters. This paper characterizes households’ evacuation decisions during Hurricane Maria in Puerto Rico and investigates how their experiences and perceptions have shaped future evacuation preferences. We conducted a survey of 504 households across 119 zip code areas of Puerto Rico to understand households’ evacuation decisions, choices, and destinations in the event of a future hurricane evacuation during a pandemic. Using a risk-risk trade-off framework, we find that households are more concerned about the risk faced under a pandemic risk relative to hurricane risk. In addition to past evacuation experiences, general concerns over hurricanes, and the cost of evacuation, we find respondents’ evacuation preferences to be driven by new concerns around infection and social distancing, and these evacuation preferences are also heterogeneous across age and ethnic groups. Our findings seek to inform the policy response around and preparation for coastal hurricanes in the face of multiple disaster threats
