Korean Abstract: 중국의 디지털 전환은 포스트 코로나 시대 중국경제의 미래 신성장 동력으로 부상하고 있으며, 미ㆍ중 무역 분쟁은 점차 디지털 영역으로 확산하고 있다. 이에 우리는 중국정부가 추진하는 디지털 거버넌스와 데이터 관련 규범을 분석하고 한ㆍ중 간 차이점을 인식할 필요가 있다. 특히 데이터를 통해 전 사물을 연결하기 위한 목적으로 개발된 5G 기술 기반의 디지털 분야 협력은 기존 협력과 달리 그 결과에 대해서 아직 불확실한 면이 많고 파급력이 클 것으로 예상되므로 심도 있는 분석이 필요하다. 이 보고서는 이러한 문제의식 속에서 중국의 디지털 전환 추진 정책과 경쟁력을 분석하고, 이를 토대로 한국 디지털 경쟁력을 제고하기 위한 정책적 시사점과 대중국 협력 방안을 모색하고자 수행되었다. 특히 5G 기술과 데이터는 디지털 전환에서 가장 핵심이고 기초가 되는 분야이며, 한국정부가 추진하고 있는 ‘디지털 뉴딜’ 전략도 데이터와 5G 기술을 핵심 동력으로 삼고 있어 중국의 5G 기술과 데이터 육성 방안을 분석하여 관련 정책적 시사점을 제시하고자 한다
English Abstract: China’s digital transformation is emerging as a future growth engine for the Chinese economy in the post-corona era, and the US-China trade dispute is gradually expanding into the digital realm. In light of these developments, we need to analyze the digital governance and data-related norms promoted by the Chinese government and recognize the differences between Korea and China. In particular, cooperation in the digital field based on 5G technology and data differs from existing cooperation in that outcomes remain uncertain in the field, while these can be expected to have a large ripple effect, indicating the need for in-depth analysis. This report analyzes China’s digital transformation promotion policy and competitiveness, based on which we seek policy implications and ways to cooperate with China to enhance Korea’s digital competitiveness. In particular, we intend to present relevant policy implications by focusing our analysis on the field of 5G technology and data, which is the most core and fundamental field in digital transformation and a key driving force in the Korean government’s Digital New Deal strategy
