Vietnam’s market-based labor export policy (LEP) was adopted in November 1991. Using the synthetic control method, I estimated the effect of LEP on Vietnam’s real GDP. The results show that the market-based LEP positively influenced the early stages of Vietnam’s economic reform. As the number of export workers continued to increase, the effect of LEP on per capita GDP manifested over time
