  • Beschreibung: This study examines changing patterns of civil service coverage and employee job protections in U.S. state civil service systems during the period FY 1999-FY 2006. Data come from surveys of state personnel directors in 2000 and 2007 and secondary sources. Several research questions are addressed: has state civil service coverage expanded or contracted during the study period; have employee job protections increased or decreased; and how have these and other related changes affected employee turnover? Our findings show that considerable change occurred in some states during the study period, with civil service coverage both increasing and decreasing. However, not much change occurred across the states as a whole. We also found that levels and patterns of employee job protection varied across the states. Moreover, some states employ large numbers of non-classified workers, including political appointees and temporary workers, and they tend to give these employees varying levels of protection. Regression analyses show that these factors affect voluntary and involuntary turnover in interesting ways
