Recent publications by the IMF and the World Bank have identified comparability of treatment as a key area for improvement of the G20 Common Framework to achieve more efficient and equitable sovereign debt restructurings. The ongoing policy debate captures both determination of comparability through present value calculation, and enforcement through domestic legislation and the IMF’s lending-into-arrears policies. The paper attempts to bring these different work streams together in a coherent legislative strategy that is built on existing empirical research and conceptually aligned with recent market practice
