  • Beschreibung: This study evaluates and seeks to identify the root causes of this phenomenon. This Research Aims to investigate the practice of budget battles in plenary sessions, where discussions and determinations regarding budgets occur between the executive and the legislature. This research adopts a critical paradigm and utilizes the Habitus Theory as a tool for interpreting research data and employe Creswell Procedure for collecting and reducing data. The research was conducted in North Toraja Regency involving Ten informants. This research involved 10 key informants as research respondents. Data were collected through repeated semi-formal interviews with each respondent. The results of the study revealed several aspects. Firstly, the praxis of budget battles involves three models, namely negotiation, hostage-taking of the proposed budget (RAPBD), and intimidation. Secondly, these three behaviors have transformed into a homogeneous institutional/group habitus. Thirdly, the group habitus is deeply internalized by actors, shaping their individual habitus, which is employed both within the plenary sessions and outside the political context in social arenas. This research contributes to an in-depth understanding of the phenomenon of local government budgeting. These findings can serve as a basis for decision-making regarding how to reduce stakeholder dominance in budgeting. The data collected for this research is limited to interview results as the researcher did not directly observe the empirical aspects of budgeting praxis.
