  • Beschreibung: This study aimed to identify lessons on strategic purchasing (SP) reforms in the health sector in Cameroon, with a specific focus on performance-based financing and the voucher system. Specifically, we aimed to identify: (i) current progress, challenges, and opportunities related to the governance and information management systems for better coordination of purchasing arrangements across the various purchasers; and (ii) progress towards and challenges of the integration of performance-based financing (PBF) and the voucher system (Chèque Santé). This mixed-method study combined literature review and key informant interviews with 18 stakeholders. The study found several issues related to the coordination of strategic purchasing for the PBF and voucher system. The schemes continue to have parallel structures, and there is no coordination and no single information management system. These issues lead to increased operational costs to the health system due to duplication of payment to health facilities and high staff costs. Additionally, health data for the PBF and voucher schemes should be integrated into the DHIS 2 for easy reporting and coordination; health providers should be reimbursed on time, especially by PBF, which is critical to maintain quality of care; and the National Health Insurance should be fast tracked, to sustainably reduce out-of-pocket payments
