The principle of multilateralism, the norms underpinning the rules-based international order, and international organisations (IOs) are widely believed to be under pressure. In this literature review, we explore how effective and democratic international institutions, particularly IOs, have been over time and in different policy fields. Overall, IOs have proven to be effective governance actors and have become more democratic after the end of the Cold War. Still, the literature is often ambivalent, sometimes contradictory and, at least for IO effectiveness, no longer up to date. Further, we identify the key determinants of effective and democratic IOs. We find that factors like material resources, legitimacy, domestic regime type, and domestic capacity matter evenly for both institutional properties, whereas other factors only account for one of them. We conclude with some first indications for a nexus with the robustness of international institutions.
