The main aim of this project is to find ways to integrate formal strategic environmental assessment (SEA) and to identify technical and methodological opportunities for implementing the SEA Directive. It reveals that whilst environmental aspects are already taken into account to a reasonable extent, certain amendments are needed in order to fully meet the requirements of the SEA Directive. Furthermore, the paper calls for a new type of ‘Federal Transport Development Plan’. This should focus on an assessment of strategic alternatives as the basis for the integration of individual projects. Copyright © 2004 John Wiley & Sons, Ltd and ERP Environment.
