Faced with the increasing impact of new technologies, a new generational and social paradigm emerges marked by new forms of communication, access to information and knowledge management, breaking the barriers of space and time. Thus, the objective was to analyze and verify the relevance of citizen participation and integration of these technologies in society as new alternatives to generate spaces for social debate and problem solving. To meet this objective, part of the literature review as methodology. It is concluded that both scientific and technological development and social participation are essential tools for social development, to achieve social welfare, to optimize the creation, management, access and dissemination of knowledge, and to design public policies that are more useful, effective, effective and efficient that facilitate transparency, access to information and decision-making, reducing inequalities and social injustices.
