<jats:p>We clarified problems in recovery for the victims of the Great Hanshin-Awaji Earthquake Disaster and their causal relationships using total quality management (TQM). We held grassroots workshops in which citizens actively participated and developed a bird's-eye view of recovery problems. We classified 1,632 opinion cards into 312 categories and, summarizing them, extracted 7 elements and a bird's-eye view of problems in recovery.</jats:p>
