En el presente artículo se plantean algunos aspectos de la problemática que enfrenta el modelo electoral nacional, producto de la excesiva carga de atribuciones asignadas al Instituto Nacional Electoral (INE). Esta sobrecarga no sólo implica trabas en cuanto al marco jurídico sino también en lo que concierne a la relación institucional INE-Oples (Organismos Públicos Locales). Con base en la revisión de este proceso reformador, se plantea la posibilidad de distinguir los puntos de inflexión y quiebre entre el INE, como institución rectora durante el proceso, y los Oples, como coadyuvantes. Después de todo, la tarea de organizar una elección federal y hacerse cargo de las elecciones concurrentes para este 2018, no es menor. Por ello, se ahonda en la discusión sobre cómo debiera ser en el futuro la relación entre el Instituto Nacional y los institutos locales. La consolidación de un modelo electoral nacional depende de las partes, y para lograrla, es necesario realizar un análisis retrospectivo sobre el papel del INE. In the present article, part of what corresponds to the problems that the national electoral model faces, as a result of an excessive load of attributions of which the National Electoral Institute (INE) has been endowed. In so far as this overload does not only imply constraints on the unclear and deficient legal framework; but also, as regards the institutional relationship INE-Oples (Local Public Organisms). So, based on the glimpse of this reform process, it is possible to distinguish the turning points between the ine as the lead institution during the process and the Oples as adjuncts. After all, the task of organizing a federal election and taking over the concurrent elections for this 2018 is no less. Therefore, it delves into the discussion about how the relationship between the National Institute and the local institutes should be in the future. Since, under my consideration, the consolidation of a national electoral model depends to a great extent on the will of the parties. And to achieve this, it is necessary to carry out a retrospective analysis on the role of ine in the consolidation of democracy.
