<p>Detailed estimates are made of the rates of energy loss of electrons moving in the D region and it is argued that the electron gas has a negligible non-thermal component. The Maxwellian velocity distribution of the thermal component is brought about by collisions with molecular nitrogen involving rotational transitions and the distribution is determined by the neutral particle gas temperature.</p>
