La dynamique des territoires des Hautes Terres du Cameroun est une conséquence des crises à répétitions sur cet espace -crises démographiques, foncières, sociales. La mise en place de plusieurs projets et agences de développement n’a pas engendré de véritables développements économique et social, mais a érigé les territoires en pôles majeurs de développement. Toutes ces transformations ont des implications foncières. La densification de l’espace et l’accaparement des terres par les plus riches exacerbent les problèmes fonciers. Les migrations s’organisent et s’intensifient en direction des marges où la distinction entre un mouvement de retour et une colonisation des terres reste floue. Cette ambiguïté des mouvements de populations se traduit dans la construction territoriale. Partagés entre un ancrage territorial sur les «hauts » et une intégration spatiale forte dans les «bas », les migrants s’installent avec la conviction de participer à la reconquête du territoire perdu. L’existence de conflits potentiels et fréquents liés au manque d’une assise foncière claire et définitive pose le problème de sécurisation. Mieux que l’immatriculation, la sécurisation foncière est la meilleure approche pour permettre aux générations futures de faire valoir leurs droits sur les acquis d’aujourd’hui. L’objectif de ce travail, qui le résultat d’une analyse prospective, est de proposer, dans le processus du développement des territoires, des solutions pour une gestion rationnelle de terres sur les Hautes Terres du Cameroun.
Dynamics of territories and management of resources in the fringes of Cameroon Highlands The dynamics of rural development on the Highlands of Cameroon is as a consequence of repetitive crisis on that space — demographic crisis, land tenure and social crisis. The implementation of projects and development agencies has not generated a real economic and social development, but has transformed territories in major pools of development. Population growth and monopolizing of land by the rich exacerbate land tenure problems. Migrations are organized and intensified towards the fringes and the distinction between returnee movement and land colonization is blurred The ambiguity of population movements is expressed in territorial construction. Divided between territorial anchoring in the “ups” and spatial integration in the “downs”, migrants settle with the conviction of participating at the recovery of a lost territory. The existence of frequent and potential conflicts linked to the lack of a clear and definitive base, set the problem of land security. More than land registration, land security is a better approach which can allow future generations to exploit their rights on today's experiences. The aim of this work, which is a result of a prospective analysis, is to propose, in the process of territorial development, solutions for a rational management lands on the High lands of Cameroon.
