Partnership has emerged as one of the alternative ways to traditional — mainly sectoral — public policies. The struggle against exclusion is today afield in which the notion looks far coherence and legitimacy, particularity at the european level. This paper synthétises a comparative research and tries to identify the specific features of partnership in South Surope, topic of this special issue of Pôle Sud.
