Le 15 septembre 1986 se sont ouvertes à Punta del Este les nouvelles négociations multilatérales dans le cadre du GATT ; au programme essentiellement des thèmes nouveaux : l'agriculture et les services. Mais, face à la montée des pressions protectionnistes et à l'érosion du système commercial qui menacent l'existence même ou au moins le sens du GATT, l'opportunité de telles négociations se pose. Le système commercial risque de s'effondrer à l'instar du système monétaire faute de savoir s'adapter.
A Role for the GATT ?, by Monique Benisty The new multilateral negotiations in the G A TT framework opened at Punta del Este on September 15, 1986. The program consisted, essentially, of new themes : agriculture and services. The rise of protectionnist pressures and the erosion of the commercial System are a threat to the existence of the GATT or, at least, to its directive line. Thus, the timeliness of such negotiations can be posed. Following the example of the monetary System, the commercial System can break down from lack of adaptation skills.
