Development areas versus political areas. The example of the Silton Alpin (Geneva-Grenoble alpine valley). Uncertainty has become increasingly common in statements by decision-makers. In such a context, the notion of the local area is seen as the relevant scale at which to consider development and planning. The following central question can therefore be asked : What is the relationship between the areas of development and areas of political representation, where the power stakes are played out by elected officials ? We will situate the territorial approach to economic development by underlining the diversity of the different types of local areas. The plurality of local areas will then be illustrated by reference to the Geneva-Grenoble axis. The paper concludes with a look at the degree of convergence between territorial organisation and the levels of decision-making selected to implement policies.
L'incertitude est devenue centrale dans les discours des décideurs. Dans ce contexte, la notion de territoire est conçue comme l'échelon pertinent pour penser le développement et l'aménagement. Se pose alors la question, au cœur de cette communication : quelle confrontation observe-t-on entre les territoires du développement et les territoires de la représentation politique, là où se jouent les enjeux de pouvoir portés par les élus ? Nous situerons l'approche territoriale du développement économique, en soulignant la diversité des divers types de territoires. Cette pluralité de territoires sera ensuite illustrée sur l'axe Genève-Grenoble, en s'interrogeant en conclusion, sur le degré de convergence entre l'organisation territoriale et les échelons décisionnels retenus pour les politiques.
