Dominique Lorrain Big Urban Companies and Public Action Empirical research points to government retrenchment to the profit of firms. Once significant factors and a typology of firms are presented, the author examines the consequences of this retrenchment. By thus extending their activities, firms end up exercising the prerogatives of public officials with respect to urban development as well as the definition of norms and law. This extension, to which little thought has been given, has feedback : it raises questions about the central government and firms. It eventually leads to a new sharing of responsibilities between public authorities and firms in matters of local public actions.
Cet article constate un mouvement de retrait de l'État qui se fait au bénéfice des entreprises. Après avoir présenté les facteurs lourds et une typologie de ces dernières il examine les conséquences de ce mouvement. À force d'étendre leurs compétences, les entreprises finissent par exercer des prérogatives de puissance publique. Cette extension qui n'a pas été pensée finit par interroger en retour l'État et les entreprises et conduit à terme à un nouveau partage des responsabilités dans le champ de l'action publique locale.
